Selling a property

A BER Certificate and Advisory Report must be carried out before advertising and clearly stated in all advertisements. The certificate must be available to prospective buyers — public or private sale.

Renting out a property

Landlords must provide a BER Certificate and Advisory Report to potential tenants when a property is made available for rent.

New dwelling or extension

A BER Certificate and Part L Compliance Report are mandatory for newly built homes prior to first occupation, whether for sale or rent. Certain extensions needing planning permission also apply. A BER assessment is needed for many SEAI energy-efficiency grants.

When is a BER Assessment required?

By law, a BER Certificate is required before a residential property is advertised for sale or rent. The property owner must have the assessment carried out. An assessment may also be required for SEAI Better Energy Homes and Solar PV grants. New-build homes need a BER; off-plan purchases should include a Proposed BER and Proposed Part L Compliance Report, replaced with final documents once built.

How long does a BER Certificate last?

A BER Certificate is valid for up to 10 years, provided there are no material or structural changes (or heating-system changes) that significantly affect energy performance. For residential properties sold off the plans, the Provisional BER is valid for two years.

What is involved in the BER survey?

A BER Assessor visits your home for a room-by-room survey (about one hour, depending on size). They assess building elements, heating, ventilation, insulation, renewables and more — with access needed to every room, attics, boiler houses and garages. After office calculation, you receive a BER Certificate and Advisory Report.

How should I prepare for a BER Assessment?

Gather documentary evidence for previous upgrade works and proof of the year the house was built. Ready documentation ensures a more accurate rating and faster certificate issue. Without supporting documents, default U-values may be used — which can result in a lower BER rating.

What is a Heat Loss Indicator (HLI)?

HLI measures how quickly heat escapes a dwelling and is calculated as part of a BER Assessment. A lower value means a more energy-efficient home. Find it on page 3 of the Advisory Report (reports issued after 2020).

How can I check eligibility for the window and door grant?

A home must meet a Heat Loss Indicator (HLI) of < 2.3 W/(K·m²) or better, or have walls and roof noted as Good or Very Good after works. Review page 1 of your Advisory Report for wall/roof ratings and page 3 for HLI. Replacement windows and doors must meet U-values of 1.4 W/m²K or better.

Can I get a grant for previously installed windows and doors?

No. SEAI grants cannot be backdated. Applications must be approved before work starts.

Who is eligible to apply for window and door grants?

Private homeowners, companies and owner management companies, registered charities, holiday home owners, Approved Housing Bodies (AHBs) and landlords — provided the dwelling was constructed and occupied prior to 2011.
